The Wealthy Global Citizen income test is gone — here's what replaced it

The BOI removed the USD 80,000 annual income requirement for Wealthy Global Citizen under Announcement Por 3/2568, issued in early 2025. That change isn't new for 2026, but it is still the rule you apply under this year — a lot of older articles still quote the retired $80k figure, so ignore those.

In its place, BOI asks for two things held simultaneously:

  • Global net assets of at least USD 1,000,000, documented under your own name (bank statements, brokerage statements, property valuations).
  • A minimum USD 500,000 investment placed inside Thailand, in one instrument or a combination: Thai government bonds with at least 5 years remaining to maturity, direct investment in a Thai-registered company, or Thai property held in your own name.

The investment has to be completed and registered before you apply, not pledged or in progress. Property purchases still clear the same Foreign Exchange Transaction (FET) documentation that governs any foreign-funded condo purchase in Thailand.

Wealthy Pensioner: two paths, same ceiling age of 50

The Wealthy Pensioner category is built for retirees living on pensions, annuities, or investment income rather than a lump sum of assets.

If your pension sits above $80,000 a year, the reduced-income path is irrelevant. If it sits in the $40,000–$60,000 range, a common band for a single government or corporate pension, the $250,000 investment buys the visa without a second income source — a fifth of the $500,000 Wealthy Global Citizen needs, making Wealthy Pensioner cheaper for retirees with modest income but not seven-figure net worth.

Why the tax exemption is the real prize

Anyone who becomes a Thai tax resident (180+ days a year) and remits foreign income into Thailand normally faces the remittance-based tax rule under Por 161/162, effective since 1 January 2024. That rule is still live in mid-2026 — a 2025 draft that would have softened it never passed into law and was shelved when the government dissolved ahead of the 8 February 2026 election. LTR Wealthy Global Citizen and Wealthy Pensioner holders sit outside that rule for foreign-sourced income. Employment income earned abroad, business income, and property income from outside Thailand, when remitted by an LTR holder in these two categories, is exempt from Thai personal income tax under the Royal Decree that created the LTR program. That's a meaningfully better position than a DTV holder or a retirement-visa holder doing the same remittance. The exemption doesn't touch Thai-source income or remove filing obligations that may still apply — confirm specifics with a tax adviser before relying on it.

Keeping the visa: it is not a one-time check

BOI expects every qualifying condition to hold for the life of the visa, not just on approval day:

  • The USD 500,000 (Wealthy Global Citizen) or USD 250,000 (reduced-income Wealthy Pensioner) investment must stay in place.
  • Health insurance must stay active, or the USD 100,000 deposit must stay on deposit.
  • You file an annual report to immigration in place of the old 90-day report.
  • Income, employment, or address changes must be reported to BOI.

The first permission runs up to 5 years. At renewal, BOI checks the same criteria again before granting the second 5-year block, for 10 years total. If your net worth or income has genuinely dropped below the bar by then, plan for that rather than assuming a decade of set-and-forget.

How LTR compares on cost to the alternatives

The ฿50,000 government fee is cheap next to the Thailand Elite Privilege visa, where entry tiers start around ฿650,000. But LTR's real cost is the wealth or income bar: seven-figure assets or a genuine $80,000/yr income stream, well beyond the DTV's ฿500,000 liquid-funds test or the retirement visa's ฿800,000 deposit. LTR suits people who already have the capital or pension and want the tax treatment and 10-year stability, not people hunting the cheapest way to stay long-term.
